In addition to operating the California Air Resources Board’s heavy-duty vehicle emissions test laboratory in Los Angeles, CAVTC is also CARB’s sole contractor for test vehicle procurement. CAVTC’s vehicle procurement process was developed at its own Hayward test laboratory and proven so effective that CARB selected CAVTC to meet all its own in-use vehicle needs. The CAVTC Southern California office procures all in-use vehicles for CARB’s El Monte light-duty vehicle test center as well as for the separate heavy-duty vehicle test lab. The CAVTC vehicle procurement staff handles all aspects of in-use vehicle solicitation, procurement, delivery, and return to owners after testing. This work includes bulk mailouts, survey return processing and tabulation, telephone screening and negotiations, loaner car rentals and deliveries, vehicle scheduling, pickup and delivery, test vehicle tracking, claims, and owner incentive payments. |
